Service members, civilian employees and family members of U.S. Africa Command J5 Strategy, Plans and Programs, dress in their finest costumes to participate in an event hosted by Army Maj. Gen. Charles W. Hooper, the J5 director, on Kelley Barracks Oct. 18. Hooper and other J5 staff members passed out goodies to their costumed customers and the U.S. Army Garrison Stuttgart Directorate of Emergency Services even dropped by with fire trucks.
