Installation access system to undergo upgrades

New ID cards will need to be registered.

U.S. Army Garrison Stuttgart Directorate of Emergency Services, is upgrading the installation access system (IACS) to the Defense Biometric Identification System (DBIDS) to join a streamlined global installation access system.

Military, family members, civilians, retirees, and contractors with Common Access Cards (CACs) do not need to take any action. After the upgrade they will be automatically registered in the new DBIDS system when their IDs are scanned at the main access control point on Panzer Kaserne or Kelley Barracks, removing the need to get out of their vehicles and physically sign in. 

Foreign military/dependents, DOD civilian retiree ID card holders, Veterans Health Identification Card (VHIC), and Gold Star Family members currently eligible for an installation pass will also require manual registration at the IACS Office (Bldg. 2915, Panzer Kaserne) where they will receive a new DBIDS card. They should contact the IACS office directly as their installation pass application documents may vary slightly from other installation pass holders. 

Installation pass holders (EU contractors, service providers etc.) will also need to follow this procedure, and be required to carry both their existing access card and the new DBIDS card during the 90 day transition period.

Local National (LN) employees and all individuals holding installation access passes will have to submit a new application form (AEF190-16A, May 2021) via their sponsor in order to enroll into the new system. Where applicable, some may need to submit a valid police clearance certificate with their application, called an “Erweitertes Führungszeugnis,” dated within the last 12 months. Sponsors will then complete and send the documents to IACS. LN’s with a Blue stripe CAC will retain their existing card.

Devon Marable, USAG Stuttgart physical security specialist, explains why the LN employee process is a bit different. 

“DBIDS pulls its data from Defense Enrollment Eligibility Reporting System (DEERS), which active duty, reservist, family members and retirees are enrolled in. However, because most LN’s aren’t, they must re-submit their forms so they can be added to the database,” said Marable.
